The contribution of clear communication to the design of public services: case study.

Abstract

Service design helps improve services to make them more useful, usable, desirable, efficient, and effective. Various successful cases endorse the introduction of service design in the context of public administrations.

A service consists of touchpoints: websites, brochures, forms, spaces, etc. Clear communication adds quality to these touchpoints. Faced with the need to understand the needs of the people targeted by the communication of these touchpoints and the need for evaluating their comprehension, a method based on the Design Council's design process is proposed. The method is put into practice and evaluated through its application to a case study of a public service where communication is essential for its effectiveness: Child Protection.

After the process in which touchpoints are prototyped and evaluated, it is noted that the application of the method is highly valuable for redesigning the service, resulting in: improved transparency perception, increased process comprehension, reduced uncertainty, and improved adoption of protocols.
